Comment from original poster: "Saw this truck parked like a nut on a handicapped lot at 1:00am, took the photo on the left. Came back at 1:45pm the next afternoon - saw the same truck parked at exactly the same angle at the same spot. Took the photo on the [bottom]."

Stores will never enforce the mobility issue because to do so will create friction with customers.
