Note from poster: They loaded their groceries then the man sat in the back seat while the lady spoke at length to the lady in the mobility car park next to them who did display a mobility permit. When I took the photo, the man jumped out and gave me the fingers and yelled something that I did not catch!

By that i mean they have few issues pushing around large food carts.

Stores will never enforce the mobility issue because to do so will create friction with customers.
Able-bodied people buy more.......
