Poster's Notes: I have permanent handicap plates; I went to the grocery store and was unable to park because this person took up 2 spaces without even having handicap plates or a placard.

The taxi company was contacted and their general manager is going to look into it. He said:
"If you have any additional information on the date and time of this incident I would welcome the receipt of that so we can identify the driver concerned at the time and address the matter with them directly.

Based on the make and model of the car, it appears to be a person who comes from wealth. It amazes me that some people of wealth think that certain laws do not apply to them because of their financial status. The store ought to have cars towed that park illegally in handicap spaces.
I don't know of any other way of getting this information out, but we spoke to a Coolidge, AZ police officer about doing something about the hadicap parking violations we have run into constantly. He told us that the Coolidge officers had been ordered not to write any parking citations, because, "They did not have the correct citation forms." I know this is nonsense, as I was a deputy sheriff and wrote many citations for 28-844, Handicap Parking Violation, and not one of them was ever kicked back. I am considering filing a Writ of Mandamus with the Pinal County Superior Court, which basically is charging the police department with not doing their job.
