Or is it just that they don't care. Sadly, it's the latter. If my van had been parked next to the golf cart, instead of the white one, and I was coming out of the store, I would be unable to get into my van. There would be no place for the ramp. Looking around the lot, there were other places they could have parked that were not too far either.

By that i mean they have few issues pushing around large food carts.

Stores will never enforce the mobility issue because to do so will create friction with customers.
Able-bodied people buy more.......
