Driver saw me get out of the supermarket, put my groceries in my car, sit and watch her for a minute, approach her car. Only when I pulled out the phone to take a photo did she start her engine and leave the space.

By that i mean they have few issues pushing around large food carts.

Stores will never enforce the mobility issue because to do so will create friction with customers.
Able-bodied people buy more.......
