Someone aiming their camera at two illegally parked cars got a rapid reaction from one driver, and a store employee announcing that photos were being taken. Threat of pictures seems to get people moving!

Taking pictures of cars in disability spaces without permit is good, but don't risk yourself. When gang members are parked. I do not photograph them.

I do think that increased fines would make a big difference. However, the fines are really only applicable on "public" property. Anything in a store carpark, or university, it's all deemed private property and traffic warden are not allowed to ticket there... *that* would be an important change to allow.
