You can't just go to the store and depend on your grand-parent's parking permit, if you leave them in the car while you shop!

Just having a parking permit is not enough - we must display the permit when we park. I thought people with disabilities and their family would get that, but it appears not.

By that i mean they have few issues pushing around large food carts.

Stores will never enforce the mobility issue because to do so will create friction with customers.
Able-bodied people buy more.......
